Instructions

  • Bring the water to a boil in a medium saucepan.
  • Combine the couscous, olive oil, and salt in a mixing bowl.
  • Remove from the heat and cover.
  • Allow to stand for 5 minutes.
  • Using a fork, fluff the rice.
  • Fill the pepper halves with the couscous.
  • Serve with arugula and green onions on top.
